I have the honor to acknowledge the receipt of your letter of the 20th inst, and inclose herewith Circular no. 9 dated Hd. Qrs. Asst. Commissioner in August 19th/68, for your information this circular with circular no. 8 sent you a few days ago, contains all the instructions I have received upon this subject. You are aware that Officers & Agents of the Bureau are stationed in various parts of the State, who could make known the terms and conditions upon which you could employ able bodied men, and if they saw proper to accept them. they could do so, if they are unable to pay their transportation to this part of the State, the Bureau might be induced to advance the cost of transportation or furnish them with transportation, upon the condition that the employer could charge the amount against them and refund the same to the Bureau, as from as they had worked sufficiently to pay for the same, but I am not authorized to say that this would be done.
The Laborers would be under such rules & regulations as you saw proper to make for their observance and your protection, it is therefore important that they should know what they are before

they enter into any contract, also the kind of work, amount required, pay , and at what time payment will be made, rations, time for which employment will be [[strikethrough]] made [[/strikethrough]] given together with any other information that would concern them so that they would have no cause to complain of the Officers of the Bureau for inducing them to come to this part of the State without having previously been made aware of the terms + conditions upon which they came. The class of Laborers you require with or without families is the class efforts would be made to procure for you. I am inclined to think Laborers from the Eastern part of the State would be more regular and attentive to their work than those living in this section, from the fact that they would be more dependent, I intended to have called upon you in regard to this matter, and [[strikethrough]] would have [[/strikethrough]] take you for your invitation to do so, but as the month is drawing to a close, I can not well leave this Office at this time. I will be glad to have you make your application for Laborers as soon as you conveniently can and upon as liberal terms & conditions as your own intent will admit, where efforts will be made to procure the Laborers if possible to do so.
