On the 22d I reached Monterey & on 23d took the Monterey & Gulf R.R. to Tampico.  This road is now managed by a Belgian Co. with Mr. A. Monnom Gen. Mgr. at Monterey.  The passenger trains run only in the day time on this road & we reached the town of Victoria, Tamaulipas where we laid over till 24th when we came on to Tampico.  The entire trip is through an arid tropical region with stunted vegetation except along the damp lands bordering creeks.

Monterey is full of Americans & is a lively business town for this country.  Quite a number of Americans are locating along the line of this road & are planting oranges, sugar cane &c.
