III. That the said Isidor Locherer, shall receive for said Services, the sum of One Hundred and Thirty Dollars, by Voucher for that amount, to be certified by the said Hiram Clark, or his successors in Office, payable by the Disbursing Officer of the Bureau: R.F. and A.L, State of Texas.

IV. That no Member of Congress, nor any officer or agent of the United States, shall be admitted to any interest or share in this contract, or the results to arise therefrom.
In witness thereof, the said parties do hereunto set their hands and seals at Victoria, Texas, this first day of September 1867-
