SUBJECT: Category II Status Report and Analysis, and Summaries of All-Weather Economic Studies

TO: Conference Members

SUMMARY
1. This memo forwards the usual FAA Category II Status Report and a summary analysis of the current dismal situation. 
2. Major holdup items for Category II are runway construction and local traffic priority problems, lack of high-intensity centerline lights, and ILS glide slope problems. 
3. Excerpts from two economic benefit studies of the all-weather program are included.

Attachment 1 is the regular FAA Category II Status Report on the airports which are in the initial FAA Category II program. Category II status has had to be rescinded at three locations in past weeks because of ILS and lighting problems. At the time of this report only one runway (O'Hare) has 1200' RVR day and night minimums. Two runways (Denver and Atlanta) have 1600' RVR day and 1200' RVR night minimums. One runway (Milwaukee) has 1600' RVR minimums day and night. 

Attachment 2 is an ATA summary of the status of Category II ground implementation at the 44 runways which are highest on the airline Category II priority list, and a survey of the major holdups preventing Category II operations at these locations. The summary shows that of the 44 runways, 31 are either in FAA's current effort or FAA is ready to move. Of the remaining runways, ten are second and third Category II runways at the busiest airports designated by the airlines which do not qualify under existing Planning Standards.
