ABSTRACT

This study determines the costs and benefits resulting from implementation of Category II and III all-weather systems during the 1967-1980 time period, and establishes the optimum practical ground-airborne implementation schedule, including the priority-ranked order for equipping forty individual airports.

The implementation schedule calls for the following equipment effectiveness:

(1) Category II by 1970,
(2) Category IIIab by 1975,
(3) Category IIIc by 1980.

The cost benefits, as conservatively quantified in this study, show in general summary terms that:

(1) Category II has immediate (by 1970) net economic benefits.

(2) Category IIIa and IIIb show nearly the same results and provide net economic benefits if more than twenty-three airports are implemented by 1975.

(3) Category IIIc will produce net economic benefits only if the majority of the forty airports are implemented by 1980.
