should explain that no definite information may be obtained until Company officials and Civil Aeronautics Board representatives have had an opportunity to inspect the scene of the accident and study the surrounding circumstances. Under no conditions shall any statement be made that might be interpreted as admitting Company negligence. Past history shows that handling of the press after an accident has a great influence in the tone of reports appearing in newspapers and magazines. It is essential that Public Relations Counsel be supplied constantly with all information about the accident as fast as it develops, particularly when passengers are involved. 

E. The Operations Manager shall furnish all information required by government agencies. 

F. The Traffic Manager in conjunction with Public Relations Counsel will release the passenger list to the press when he deems it advisable, usually as soon as it is available. 

1.6 ACCIDENT INVESTIGATIONS

A. The Operations Manager is responsible for investigation of all Company accidents and is responsible for coordinating the activity of all persons engaged in such investigations. 

B. In the case of a major accident, the Operations Manager shall submit, as soon as possible, all pertinent facts conclusions and recommendations to the President.

C. The investigation of a major accident shall include the following:

1. A statement for the record regarding the purpose of the inquiry.
2. Statements of witnesses. 
3. Pertinent photographs, sketches, records, forms, reports, and signed statements relative to the accident. 
4. Finding of facts. 
5. Conclusion, if possible, of the cause or probable cause of the accident.
