Federal leadership. It led to the establishment of a permanent Advisory Committee to the Office of Science and Technology, in the Executive Office of the President, composed of members from interested government agencies and of nonmember advisors from the aviation industry, officials of State and local governments, and organizations concerned with land uses. The Committee held its first meeting on August 9, 1966. Its purpose is to assist in the evaluation and general direction of the Government's overall program concerned with the alleviation of jet aircraft noise. Meanwhile President Johnson has addressed himself expressly to the problem;41 an intensified governmental "attack" on all facets of the problem has been organized; and Congress has before it a number of Bills, including one sponsored by the FAA.42 From the work to date several basic facts are clear as to the nature of the noise problem: (1) Although there are certain people who desire to live near an airport (i.e., those who work there or who travel a great deal by air43), there are "affected areas" off the end of most runways at civilian jet airports where residential use is noncompatible and should be avoided to the greatest extent reasonably practicable.
