68. Some cities, such as Detroit, Fresno and Oklahoma City, had the foresight to draw master plans to integrate an airport with the neighboring area. Detroit; Fresno;  Development Planning Associates Inc., Oklahoma City Airports Development Prospects and Land Use Plans (1963). However, in Fresno at least, subsequent developments necessitated drastic retrenchments in the city's position relative to land use control. Oklahoma City's plan "to protect Will Rogers World Airport" is reported to have been more successful.

For example, in the Bay area, the substantial Flamingo Apartments were built in Bayside Manor, Millbrae, at the south end of runway 1 at the San Francisco International Airport, even though residents of Millbrae who live in the same neighborhood were suing the city and county of San Francisco because of the airport noise. The apartments that faced the airport were "semisoundproofed"; they rented first, at higher initial rents; and there is rarely a vacancy in them.
