BUREAU REFUGEES, FREEDMEN AND ABANDONED LANDS
IN THE FIELD.
Charleston, S. C., February 2d 1866.

James E Whaley an applicant for the restoration of his plantation on Edisto Island known as "Cedar Hall" the same being now occupied by freedpeople all of whom arrived there during the month of January 1866, as appears by the endorsement hereon and being
held by the Bureau of Refugees, Freedmen and Abandoned Lands, having conformed to the requirements of Circular No. 15, of said Bureau, dated Washington, D.C. Sept.12, 1865, the aforesaid property is hereby restored to his possession.
The above instrument to be considered null and void unless the obligation herewith attached and subscribed to by said James E Whaley be faithfully and fully complied with.
All differences arising under this instrument and obligation are to be adjudicated by the Board of Supervisors constituted by Special Field Orders No 1 of the Bureau Refugees, Freedmen and Abandoned Lands, dated Charleston, October 19, 1865
