September 29th Wm B. Armstrong, Capt & A.Q.M. On the 22nd of September you issued orders for Capt. H.R. Pease, Genl Supt. of Education for Freedmen and Refugees, to take possession of the Judge Avery House and the Magruder House, situated in the City of Baton Rouge, for School purposes. The Provost Marshal at Baton Rouge, Capt Sheridan, has rented the Magruder House to the former owner Mr Magruder, who is and has been a bitter rebel, which act of the Provost Marshal is in direct violation to the orders of the War department & the other building the Judge Avery House, he has taken for his own use and refuses to give them up or to put the duly [[?]] agents of this office in possession of them, and does not recognize any orders emanating from you office.
