Dear Sir

In reply to your communication of Sept 21 which was received this morning with the official document enclosed, I beg leave to make the following statement.
The Board of Managers granted, May 6, 1864, 1000 Testaments to the American Missionary Association, for the Board of Education for Freedmen, Department of the Gulf. The application was made by Mr I. H. Hubbs, in writing April 27th, 1864 on behalf of the Board of Education recently appointed by Gen. Banks &c
It was endorsed by Geo Whipple Co. sec. Am. Mis'y Assoc. And the grant was formally made to the well known Association, only because the Board of Managers were better acquainted with it & had frequently granted it books for freedmen.
The grant aforesaid therefore belongs to the Board of Education for Freedmen, Department of the Gulf and we shall be happy to know that they are at once put in full possession
