Dec 1/64
Lt. E.M. Wheelock
Sir:

I am happy to be able to say that teachers, pupils and janitor have pronounced John Davis's Statement relative to Mrs Richards, a pure fabrication in all its details. It is certain, however, that an opinion persists among many that some of our teachers are very rough with their pupils. Perhaps it might not be amiss to add to the Instructions about to be issued, the following: 'The instruments and modes of punishment shall, in no respect, differ from those employed in the White Schools.'

Respectfully
J H Ford
