Dear Sir,

Enclosed please find duplicate bills and shipping receipt of the last goods sent to you. The reason you did not the them sooner was that they were mailed to me at N.O. the firm not expecting my return quite so soon. The reason for shipping by Stmr Fang Shuey, were that there would not be any transport leaving for some time and the firm thought you were in haste for the books. If the Board cannot pay the frieght it must be charged to us. 

If A. S. Barnes had known that the trouble you would have in paying us for frieght — or rather paying the regular frieght on the goods he would have probably delayed sending them for a few days. However we leave it entirely with you. Some of the goods came under the head of the specials the Board were to pay frieght on, according to the agreement. The rest were those we were to pay freight. So you will please charge to us the proportionate account, if not the whole. Mr Hubbs has taken special pains to blacken you in every way possible -
