characteristic rapid attenuation of high-frequency noise with increasing distance assures a minimum of community disturbance. When measures against typical reciprocating and jet power fixed-wing aircraft in wide transport use today, it is the quietest transport aircraft of its size in operation. (Reference Chart 8.)

Pan Am Building Heliport
The operation of a heliport facility on the rooftop of a building of the size and elevation of the Pan Am structure is not without precedent. Rooftop heliport operations are presently being conducted in other major cities in the United States and abroad. 

It is my opinion that scheduled helicopter operations could be conducted safely, reliably and economically from the Pan American Building rooftop heliport under visual contact flight restrictions with multi-engine transport helicopters.

Extensive wind tunnel model tests were conducted for a period of two years in order to develop wind and turbulence flow control and the roof edge of the heliport as well as flight operational procedures. Under contract to New York Airways, separate and independent studied were conducted by
