administration of regulations, and surveillance of regulated activities of airmen. Under this title of the Act (Title VI) the Agency develops regulations for promulgation by the Administrator on all safety matters relating to the manufacture and operation of aircraft; control registration and recording of aircraft ownership; performance of flight inspection of air navigation facilities in the United States; and the enforcement of the safety regulations.
New York Airways, as one of the nation's scheduled airlines, is subjected to the same degree of control and regulation by the Federal Aviation Agency and the Civil Aeronautics Board as all other scheduled air-carriers (i.e., Pan American, United, American, TWA< etc.).
Assuming favorable action by the Board of Estimate and the issuance of a permit by the Department of Marine and Aviation authorizing a heliport operation on the roof of the Pan Am Building, the FAA will then require extensive proving flights into the facility before a final approval is granted. These flights will last about 30 days and subject all aspects of the operation to the scrutiny of FAA representatives both from the New York region and Washington. Every detail and step in the operation must be reduced to writing and
