August 14, 1967 Mr. Robert L. Cummings Mr. Godfrey A. Rockefeller Dick Wheatland asked me to draw up a rough draft of a letter to your friend August Pena of AVENSA. Dick expected to be in Washington today and discuss it with me, but apparently he's had to change his plans or been delayed. Enclosed is my draft for your consideration. I just noticed in your penciled notes, that we would be unable to make this study until mid-October, due I presume, to the CAB hearings. A paragraph to this effect should be added. As you know Mr. Pena, I suggest that the letter go out over your signature, and that is why I addressed it "Dear August". Please let me have a copy of your final letter. Hope to see you soon.
