HELICOPTER LABORATORY

9. NYA is proving the essential safety of scheduled around-the-clock passenger operations with helicopters in a highly congested air traffic area and heavily populated region. (NYA certified the first helicopter for scheduled passenger transport operations and inaugurated the first scheduled night and day passenger service in the world.)

10. NYA has developed and is further refining flight patterns and air traffic control procedures which have satisfactorily and efficiently permitted without interference the superimposition of high-density helicopter scheduled operations upon normal fixed-wing operations under the most complex air traffic control conditions on the world. NYA is proving that the volume of fixed wing activity at an airport need not affect either the practicability of helicopter or the fixed-wing operations. 

11. NYA helicopter service is tying together the New York Airports. The service overflys traffic and geographical barriers frequently and rapidly. (Fixed-wing aircraft, scheduled or air taxi, could not meet the demonstrated requirement for this type of service owing to the intolerable burden that would thereby be placed on air traffic control facilities and airport runways. Even the limited number of small aircraft today operating in the New York are constitute in many minds a very serious safety hazard.) Only the unique capability of the helicopter can provide this service.
