A. GENERAL

1. All passenger service duties and cargo, mail and baggage service duties will be performed by qualified Passenger Agent and Cargo Ramp Agent personnel respectively, (including Chiefs and Leads) in accordance with established New York Airways procedures.

2. All aircraft Maintenance service will be performed by a Federal Aviation Agency licensed aircraft and power plant mechanic.

B. PASSENGER AGENT ASSIGNMENTS

1. One Passenger Agent specially trained, will at all times, during heliport operating hours, be assigned to the control position in the astrodome atop the rooftop holding area.

2. A second Passenger Agent will be on duty at the passenger service counter on the 57th floor.

3. A third Passenger Agent will:

a. Assist at the passenger service counter.

b. Assist and accompany enplaning and deplaning passengers to and from the holding area and helicopter.

c. Be charged with the security of the elevator to the roof and of the roof, to be certain that no unauthorized or unaccompanied persons have access to either.

NOTE: During non-operating hours, this security function will be performed by the building security force.

d. Manifest all flights.

C. CARGO RAMP ASSIGNMENTS

1. One Cargo Ramp Agent will be assigned to the handling and loading of cargo, mail and baggage at the rooftop baggage room and on the heliport.

2. A second Cargo Ramp Agent will be assigned to the duties of transporting cargo, mail and baggage to and from the lobby, 57th floor and heliport.
