I take pleasure, Major, in making the following truthful statement to you as regards the management of matters in my county, which no other county in the state can say and which shows to the world our constant desire is justice. We have not in our jail one person and it has been clear since twenty days after our November Court. A negro at November Court was prosecuted for making an assault on a white woman, the evidence was conclusive against him. He received a portion of his punishment. He became penitent. We petition(ed) to the Governor for a reprieve which was granted and the negro set at liberty. The citizens of Sampson County are a law abiding people and as long as I have jurisdiction as chairman of our Court and as Capt. of the Police I will be diligent in the performance of every duty which will promote the interest, welfare, peace, justice and kind feelings to all persons. All we desire, is the same feelings towards us
