I was unable to translate what was written on the first image. The second one is written in Russian so I was able to translate through google translate into English. I am the other transcriber. I cannot recognize any Manchu scripts, so I put a question mark where there is a Manchu text. According to the Chinese text, I guess the Manchu words have the same meaning with the Chinese text "殖边银行 The Bank of Territorial“ and “大总统题给 Presidential inscription“。
