Article V. Non-Partisanship
The National Council shall not engage in or lend itself to partisan political activity.

BY-LAWS

Article I. Duties of Officers
Section 1. The President shall preside at all conventions and at all meetings of the Executive Committee. He shall appoint all committees, unless otherwise ordered by the National Council or the Executive Committee.
Section 2. In the absence of the President, the First and Second Vice-Presidents shall assume the responsibilities of the presidency in the order named.
Section 3. The Treasurer shall be custodian of all funds of the National Council and shall be bonded to a surety company of recognized standing in an amount determined by the Executive Committee.
Section 4. The Executive Secretary shall perform duties prescribed by the Executive Committee and exercise powers delegated to him by the Committee.

Article II. Order of Business
Conventions and Executive Committee meetings may be conducted in accordance with rules which may be approved by a majority of a convention or Executive Committee meeting.

Article III. Amendments
This constitution may be amended or superseded by another constitution by a two-thirds majority vote at any convention. When an amendment has been adopted by an affirmative vote of two-thirds of the delegates present at a convention, it shall thereupon become effective.
