CONSITUTION
OF THE NATIONAL COUNCIL OF AMERICAN INDIANS

PREAMBLE
We, Indians of the United States, in order to promote the common welfare of our race through inter-tribal unity, do adopt this Constitution.
ARTICLE I.
Name
This Organization shall be called the National Council of American Indians.

ARTICLE II.
Purposes and Methods
Section 1. The purposes of this organization shall be: to revive and preserve Indian tribal cultures; to enlighten the American public toward an understanding of the Indian race; to institute programs making for Indian adjustment; to explore common grounds of thought and effort between Indians and other minorities in low social and economic levels; to pursue programs of cooperation with other organizations devoted to Indian Welfare.
Section 2. Methods for attaining these purposes shall be: by petition to Congress and the Government; by fostering public sentiment favorable to public reforms; by cooperation with governmental and civic organizations; Provided, That under no circumstances shall this National Council of Indians engage in, or lend itself, to partisan policies.
ARTICLE III
Membership
Section 1. Any person of Indian ancestry is eligible for membership in this National Council; Provided, That members of local member organizations shall certify to the eligibility of their members for national membership
