ARTICLE XI

Initiative, Referendum, and Recall

Section 1. One-quarter of the local affiliates in good standing may upon united request require the Executive Council, through the Secretary-Treasurer, to submit to initiative vote any definitely stated proposition proposed; to referendum vote any action of the Convention of Executive Council; to recall vote any members of the Executive Council or of any committee.

Section 2. Any local affiliate initiating action as provided in Section 1 shall at once notify the Secretary-Treasurer, and if joint request or individual requests for identical propositions are not received at National Headquarters within two months, all action is null and void unless renewed.

Section 3. On proper request the Executive Council shall submit all questions on file at the end of May to vote of local affiliates within ten days thereafter.

Section 4. Each local affiliate shall forward to the Secretary-Treasurer within one month certified statement of votes of its members [[crossed out]] affirmative and negative [[/crossed out]], total not to exceed number on which per capita tax was paid for previous month. Each affiliate shall determine its own manner of securing and recording votes.

Section 5. All questions shall be determined by majority of ballots cast, [[crossed out]] as accurately tabulated by direction of the Executive Council [[/crossed out]]: Provided, That no change shall be made in the Constitution except as consistent with Article XI. 

Section 6. The affiliate initiating vote in accordance with this article, or member designated by affiliate, shall be allotted not to exceed 1,000 words in the official organ, to advance argument or explanation in connection with vote: Provided, That more space, if desired, may be allowed by the Executive Council; and Provided further, That the Executive Council shall not allow greater space to other affiliates or members in rebuttal.
