3. You will notice that all provisions for dues payments are moved from the Constitution to the By-Laws. While the dues for individuals and tribes remain the same, the subscription price for our published materials for outsiders is increased. 

4. Another section attemps to define an Indian as "a person who is recognized as a member by a bona fide Indian tribe". This puts the burden in case of any question on each tribe to determine whether the person is a member of that tribe in which he claims membership. 

5. You will notice that the proposed revision calls for the convention electing the President, two Vice Presidents and the Recording Secretary. It suggests that the Treasurer as well as the Executive Director be elected and appointed by the Executive Council. I should like to tell you that while Mr. Garry and Mr. Wesley felt that this was a proposal with considering our present Treasurer, Mr. Paschal Sherman, felt that the Treasurer out to be elected by and responsible to the general convention. 

6. Another major change is that the proposed revision calls for the creation of a five-member Executive Committee; one of whom shall be the President. This committee to have all the powers of the Executive Council between council meetings except to revise the Constitution or to reverse any action by the Executive Council. The organization in the past has had a similar small executive group which was called the "Business Committee" This was abolished at the Denver convention in 1952; however, it is very costly, time consuming and difficult to get decisions from even the present Executive Council composed of 17 members. It would seem to several of us that there certainly needs to be some kind of a small group with authority to act to improve the operation of the organization. 

7. You will notice that the revision provides that members of the Council presently serving terms not yet expired would be elected to stay on the Council until the completion of their terms. For your information the Council members whose terms expire at this Convention are:
