Section 2. The Council shall have the following powers:

(a) To organize itself for business and to regulate the procedure of the Council.

(b) To appoint subordinate personnel, committees, agents and representatives.

(c) To regulate requirements for obtaining and holding membership in the Association.

(d) To levy and collect assesments [[assessments]] upon members and subordinate organizations.

(e) To accept gifts, bequests and contributions from any source.

(f) To appropriate available funds of the Association for salaries and expenses of the officers, members of the Council, subordinate employees, agents and representatives and for such other purposes that may be necessary for the successful operation of the business of the Association or the Council.

(g) To otherwise speak, act and legislate for and on behalf of the Association concerning its affairs, and to delegate such power to subordinate groups.

Section 3. The Council shall convene annually on the first Monday in September of each year and may convene in special session at such other times that it may direct or be called together by the President. 

ARTICLE IV. OFFICERS

Section 1. The officers of this organization shall be the President, First Vice-President, Second Vice President, a Secretary and a Treasurer.

Section 2. The officers shall be elected by the Council and [[strikethrough]] that [[/strikethrough]] Their term of office shall be for a period of two years.

Section 3. Regular elections of officers shall be held by the Council at the regular annual meeting in 1944 and each second year thereafter.

ARTICLE V. DISTRICT ORGANIZATION

Section 1. The Council shall establish subordinate organizations in districts which it may define.
