Section 3. The council composed of representatives so appointed shall have the powers of a regularly elected Council.

ARTICLE IX. AMENDMENTS

Amendments to this Constitution may be proposed by a majority vote of the Council or of a district organization and shall be effective if ratifies by a majority vote of the members of the American Indian Association, 21 years of age or older, voting in an election held under ruled and regulations pre-scribed by the Council.

ARTICLE X. ADOPTION

This Constitution and the By-Laws shall be effective if adopted by a majority vote of the members of the Indian Tribes of the United States present and voting at a convention held in Chicago, Illinois, on the 26th day of May, 1944.
