In general to carry out the purposes and mission of the National Congress of American Indians as proclaimed by this Constitution.

Section 3. Quorum. The quorum of the Executive Council shall be eight members.

Article VIII - Nominations and Elections

Section 1. There shall be a committee on nominations composed of nine members. Election of Committee. Five members of the nominating committee shall be named from the floor at the first session of the convention and voted on by the convention, by ballot, in the first session of the second day. Four members shall be appointed by the Executive Council and must be elected officers of member units such as tribal membership or chapter units. Only one from a tribe or chapter may serve on the committee on nominations. Each member of the nominating committee shall be a member in good standing of the National Congress of American Indians. The nominating committee shall meet immediately following their selection by the convention. The nominating committee shall submit to the convention a slate of not less than two names for each office.

Section 2. Nominations may be made from the floor following the report of the committee on nominations. All nominees must be of Indian ancestry and dues-paying members or members of dues-paying chapters or tribes.

Section 3. The election. The officers of the National Congress of American Indians shall be elected by secret ballot on the day preceding the final day of the annual convention. There shall be a credentials and elections committee of which  the members and chairman shall be appointed by the Executive Council. The chairman shall provide tellers, the necessary facilities and shall conduct the election.

Section 4. Eligibility to vote. Any member in good standing is eligible to vote.

Article IX - Dues and Expenses

Section 1. Dues.

a. Tribes of 25 - 2499 members, $25.00 group annual dues, plus 10¢ per member additional.

b. Tribes numbering 2,500 to 24,999, $125.00 group annual dues, plus 5¢ per member additional.

c. Tribes numbering 25,000 or more, $250.00 group annual dues, plus 5¢ per member additional.

d. Individual membership, $5.00 annual dues.

e. Chapter membership, $25.00

f. Non-voting Associate Membership, $10.00 annual dues for a person and $25.00 annual dues for an organization.

Section 2. Expenses.

All expenses incurred by the National Congress of American Indians shall be paid by the Treasurer as authorized by the Executive Director within the limitations of the budget approved by the Executive Council.
