P.S. - Section 3, Article IX - By-Laws, in the revised version is "Amendments. The Constitution and By-Laws may be amended by a two-thirds majority vote of the Indian delegates present at a National Convention, shall become effective." (The language is defective. It is suggested that the section be revised to read "This constitution and By-Laws may be amended by a two-thirds majority vote of those present at any convention. When an amendment has been adopted by an affirmative vote of the delegates present at a Convention, it shall thereupon become effective.")
