Section 2. Expenses. All expenses incurred by the National Congress of American Indians shall be paid by the Treasurer as authorized by the Executive Director within the limitations of the budget approved by the Executive Council. All expenses shall be paid by check issues upon receipt of voucher.
Section 3. Services. Only dues-paying members shall be entitled to such substantive services, including issues of the National Congress of American Indians Bulletin, Newsletter, legislative research for individual tribes, etc., as the National Congress of American Indians shall be able to provide.
Article VIII - Non-Partisanship
The National Congress of American Indians shall not engage in or lend itself to partisan political activity. 
Article IX - [[strikethrough]] By-Laws [[/strikethrough]] Amendment [[right margin]] This constitution may be amended by none less than two-thirds of those voting at [[strikethrough]] a n national [[/strikethrough]] the annual convention. [[/right margin]]

Section 1. Duties of Officers. [[left margin]] By-Laws [[/left margin]]
a. The President shall preside at all conventions and meetings of the Executive Council.
b. In the absence of the President, the Vice President shall assume the responsibilities of the Presidency.
c. The Treasurer shall be custodian of all funds of the National Congress and shall be bonded by a surety company approved by the Executive Council in such amount as it may designate. The Treasurer shall make an annual report in writing and show that the accounts have been audited by a public accountant.
d. The Executive Director shall perform duties prescribed by the Executive Council and exercise powers delegated to such person by the Council. 
Section 2. Order of Business. Conventions and Executive Council meetings shall be conducted in accordance with Roberts Rules of Order and such other rules am may be approved by a majority vote of a convention or Executive Council meeting. 
Section 3. Amendment[[strikethrough]]s[[/strikethrough]]. These [[Strikethrough]] Constitution and [[/Strikethrough]] By-Laws may be amended by [[strikethrough]] a [[/strikethrough]] two-thirds [[strikethrough]] majority vote of the Indian delegates present at a National Convention, shall be effective.[[/Strikethrough]] of these voting at national convention. 
Certificate of Adoption
The foregoing Constitution and By-Laws [[Strikethrough]] was[[/Strikethrough]] were duly adopted on [[Strikethrough]] November 14, 1952 [[/Strikethrough]] December 9, 1953, at a National Convention held [[Strikethrough]] at Denver, Colorado [[/Strikethrough]] in Pheonix, Arizona, by [[Strikethrough]] a unanimous [[/Strikethrough]] vote of the two-thirds or more of the Indian delegates present.
