ARTICLE III
Conventions

Section 1. The National Congress of American Indians shall hold an annual convention, the city and date to be determined by the Executive Council.

Section 2. Representation:

a. Each person holding individual membership shall be entitled to attend and have one vote.

b. Each tribe or chapter shall be entitled to send any member as official representative with one vote (per chapter, and 2 to 18 notes per tribe depending on its size in according with Article VI, Section 3 hereof.)

ARTICLE IV
Officers

Section 1. The officers of the National Congress of American Indians shall be a President, a First Vice President, a Second Vice President, a Recording Secretary, a Treasurer, and fifteen councilman. The term of office of elected officers, other than councilmen, shall be for one year. The councilmen shall serve for a term of three years, five to be elected at each convention. The councilmen shall serve from the adjournment of the convention where they are elected until the adjournment of the convention where their successors are elected. No member shall hold more than one office at the same time. Only persons of Indian ancestry and dues-paying members who are not employees of the Bureau of Indian Affairs shall hold office.

ARTICLE V
Executive Council

Section 1. There shall be an executive council which shall have authority to act for the National Congress of American Indians between conventions. The executive council shall consist of the duly elected officers and not less than fifteen nor more than twenty-five councilmen.
