of American Indians from that area. Only members in good standing shall qualify for nomination, election, or office. Section 2. Elections. The President, the Vice-Presidents and the Recording Secretary shall be elected by secret ballot for individuals and for tribal members by a majority vote of all members, individuals and tribal, present and voting. If there shall be a tie vote, or if the candidate with the highest number of votes shall not receive a majority of all votes cast in a particular election, a further ballot shall be cast listing the two candidates receiving the highest number of votes. In the case of a time for second place, there shall be a run-off between the tied candidates. The winner of that run-off shall then appear on the next ballot with the candidate originally receiving the highest vote. Section 3. Votes. Each individual member is entitled to one vote. Each tribal member is entitled to from 100-180 votes, depending upon the enrollment of the tribe. Terms of Office. The regular terms of elected officers shall be from the adjournment of the convention at which they are elected until adjournment of the next convention, except that the President shall be elected for a term of two years. No elected officer may hold office continuously for more than four years. ARTICLE V EXECUTIVE COUNCIL Section 1. Membership. The Executive Council shall consist of one duly certified representative of each tribe which is a member tribe, in addition to the President, the First Vice-President, the ten Vice-Presidents, the Recording Secretary and the Treasurer each of whom shall hold office until his successor is certified or elected and qualified.
