quantity and send in proportion to population or by request to Area Leaders for distribution to key people for local circulation (2) Send a certified typewritten copy to each Area Leader for local mimeographing, perhaps by key employees where facilities are available and (3) combination of (1)&(2) to accomodate areas where mimeographing facilities are unavailable.  In connection with the foregoing also some thought might be given to publicizing regularly under the direction of national office the National Indian Organization through local news papers, especially the small weeklies that are printed on or near reservations.  As to latter it may be possible to send out regularly, news releases originating from the National Council of American Indians.

     Again may I urge that you all respond to this memorandum without delay so that your answers all taken together can be referred to the governing body of National Council of Americans for consideration.  Any other comment or suggestions you care to make other than that requested above will of course be welcome.
