The balance of the afternoon session was devoted to the discussion of Article II - Membership - of the Constitution.

The meeting was called to order at 8:25 P. M. by the Chairman of the Convention, Mr. Ben Dwight. The Constitution Committee, with Mr. Archie Phinney as Chairman, continued the presentation of the Constitution for the consideration of the assembly. The discussion started with Article III - Governing Body. Mr. Phinney read Section 1 of Article III, which states that the Executive Council shall consist of a President, Vice-President, Secretary, Treasurer and eight national councilmen to be elected at this convention.

No questions were raised relative to this Section and Section 2, which states that "in the National Convention held in November, 1945, there shall be elected an Executive Council with representation based upon the then existing members, under rules determined by the National Convention."

MR. PHINNEY: It might be wise that the opportunity will exist for member organizations to be chartered through these 12 councilmen, that I mentioned. In November 1945, those organizations, tribes or local units which have received charters from this National Congress will send delegates to Denver or wherever the Congress might be called in November 1945. The voting strength of those delegates will be determined after they get here.

MR. DUNLAP: The Chairman of this Committee said awhile ago that representation would be based on a ratio found to exist at that time. Do you mean the ratio that would exist in the Convention or the population?

MR. DWIGHT: The membership of the local unit which is chartered by the National Congress.

MR. DUNLAP: This Committee that is going to be set up, are they going to be elected from different zones?

MR. DWIGHT: My understanding is that they are going to be elected from this group here at the present time.

MR. DOUGOMAH: Just suppose some of us people were going back home with a charter in our hand, stating that we are a chartered member of this organization. After we get home our people will say, you have joined this organization without our authority. That is without any definite meaning of the organization.
