1 SEC. 3. In the absence of the President or his inability
2 to serve, the Executive Council shall designate a member
3 of the National Federation of Federal Employees to per-
4 form the duties of President.
5 SEC. 4. The Secretary-Treasurer shall have the cus-
6 tody of all books, papers, and effects in the office of the
7 Federation as well as the official seal. He shall keep a 
8 complete record of the proceedings of the Conventions
9 and the Executive Council and conduct correspondence
10 with the local unions. He shall receive and deposit all
11 funds of the Federation in a banking institution to be
12 designated by the Executive Council. All payments shall
13 be made by check if practicable, signed by the President,
14 or person designated by the Executive Council, and the
15 Secretary-Treasurer jointly, but no check shall be issued
16 except in payment of routine matters unless payment is
17 first authorized by the Executive Council, which shall
18 define routine matters. He shall furnish each local union
19 in good standing quarterly, a complete statement of all
20 receipts and expenditures. He shall issue and sign all
21 charters. He shall keep a correct record as to the mem-
22 bership of each union together with the name and address
23 of each member. He shall submit a printed report to
24 the Convention showing in detail the number of mem-
25 bers in each union and the financial condition of the Fed-
26 eration and, on demand of the Executive Council, shall
27 submit his books and accounts for audit. He shall furnish 
28 bond in amount to be determined by the Executive Council.
29 SEC. 5. The salaries of the President and Secretary-
30 Treasurer and the per diem allowance in lieu of sub-
31 sistence for all officers shall be fixed by the Convention.
32 SEC. 6. No monies of the National Federation of [[strikethrough]] Fed- [[/strikethrough]]
33 [[strikethrough]] eral Employees [[/strikethrough]] of decendents of First Americans shall be expended unless authorized by
34 Executive Council or specifically provided for by act of the 
35 Convention, nor without full itemized report of such ex-
36 penditure being made to the Executive Council when
37 demanded by the Council.

ARTICLE VII
Revenues

1 SECTION 1. The revenues of this Federation shall be
2 obtained from the following sources:
3 One-fourth of all initiation fees received by each [[strikethrough]] local [[/strikethrough]]
4 [[strikethrough]] union [[/strikethrough]]; a per capita tax of [[strikethrough]] thirty cents [[/strikethrough]] [[?]] per member per
5 month; a reinstatement fee of [[strikethrough]] twenty-five [[/strikethrough]] cents; from
6 charter fees; and from the [[strikethrough]] sale of stationery, books, and [[/strikethrough]]
7 [[strikethrough]] supplies. [[strikethrough/]]
8 SEC. 2. Special assessments may be levied by order of
9 the Executive Council when in its judgment it becomes
10 necessary to carry on the regular work of the [[strikethrough]] Federation [[/strikethrough]];
11 but in no case shall such assessment exceed the sum of
12 [[strikethrough]] ten [[/strikethrough]] cents per member in any month and the number of
13 such assessments shall not exceed five in any fiscal year.
14 SEC. 3. Dues of members of local [[strikethrough]] unions [[/strikethrough]] are payable
15 before the end of each month, and the monthly state-
16 ment of each [[strikethrough]] union [[/strikethrough]] must be forwarded to the Secretary-
17 Treasurer not later than the [[strikethrough]] fifteenth [[/strikethrough]] day of the follow-
18 ing month, together with all monies due as initiation fees,
19 per capita tax on dues paid and other items. Any [[strikethrough]] union [[/strikethrough]]
20 that fails to pay the monthly per capita tax, any assess-
21 ment or other indebtedness to the National by the close
22 of business on the fifteenth of the following month shall
23 be promptly notified by the Secretary-Treasurer of its
24 arrearage, and if at the end of three months the union
25 is still in arrears it shall be suspended from membership.
26 Any union suspended for six months shall surrender its
27 charter to the Secretary-Treasurer and forfeit all rights
28 and privileges of this Federation, and all books, papers,
29 funds, and any other property of a local union shall be
30 turned over to the Secretary-Treasurer of the [[strikethrough]] National [[/strikethrough]]
31 Federation of [[strikethrough]] Federal Employees [[/strikethrough]] to be held in escrow for
32 a period of not more than three years, and at the end of
33 such time, if the local is not reorganized, they will be-
34 come the property of the National Federation of [[strikethrough]] Federal [[/strikethrough]]
