16 1 Sec. 3. At least one bulletin board shall be set up on 2 which shall be listed the names of chaireman and com- 3 mittee members, place and time of committee meetings, 4 such information to be kept current by committee chair- 5 men. 6 Sec. 4. Committee chairmen shall report and the Daily 7 Proceedings carry the names of delegates appearing before 8 committees with the information as to whether such dele- 9 gates supported or opposed resolutions under consideration. 10 Sec. 5. All resolutions closely related shall be combined 11 by committees in a master resolution and reference made 12 by number to combined resolutions. 13 Sec. 6. Except in unusual cases the resolves only of 14 resolutions shall be read by committee chairmen when re- 15 porting; Provided, however, if the majority vote of the 16 convention does not accept the recommendations of the 17 committee, the chairman of that committee may be priv- 18 ileged to read the entire resolution and request another 19 vote on the resolution from the convention. 20 Sec. 7. A majority of the delegates in attendance shall 21 constitute a quorum, but less than that number may ad- 22 journ to meet at some future time. 23 Sec. 8. This Article may be changed by a majority 24 vote of the Convention. ARTICLE II Rules of Procedure 25 1. The Convention shall be called to order at 9:30 26 a. m., and remain in session until 12:30; convene at 27 2:00 p. m., and remain in session until 5:30 p. m. 28 2. A delegate arising to address the Convention shall 29 first announce his name and the number of the local he 30 represents. 31 3. If a delegate, while speaking, be called to order, 32 he shall, at the request of the chair, take his seat until 33 the question of order is decided. 34 4. Should two or more delegates rise to speak at the 17 1 same time, the chair shall decide who is entitled to the 2 floor. 3 5. No delegate shall interrupt another in his remarks, 4 except to call to a point of order. 5 6. A delegate shall not speak more than twice upon 6 a question until all who wish to speak shall have had 7 an opportunity to do so. 8 7. Speeches shall be limited to five minutes, but this 9 time may be extended by vote of the Convention. 10 8. A motion shall be open for discussion only after 11 it has been seconded and stated from the chair. 12 9. At the request of five members the mover of a 13 motion shall be required to reduce it to writing. 14 10. When a question is pending before the Conven- 15 tion no motion shall be in order except to adjourn, to 16 refer, for the previous question, to postpone indefinitely, 17 to postpone for a certain time, to divide or amend, which 18 motions shall have precedence in the order named. 19 11. Motions to lay on the table shall not be debatable, 20 except as limited by Robert's Rules of Order. 21 12. A motion to reconsider shall be entertained only 22 when made by a delegate who voted in the majority, and 23 in order to carry shall receive a majority vote. 24 13. The reports of committees shall be subject to 25 amendments and substitutes from the floor of the Con- 26 vention, as are other motions and resolutions. 27 14. It shall require at least ten members to move the 28 previous question. 29 15. All resolutions shall bear the signature of the in- 30 troducer and the title of the organization he represents, 31 shall relate to one subject only, and shall be submitted in 32 triplicate. 33 16. No motion or resolution shall be voted upon until 34 the mover or introducer has had a chance to speak, if he 35 so desires. 36 17. Resolutions should be submitted to the National 37 Office thirty days prior to the convening of the Conven- 38 tion, except that resolutions may be received until the
