Dear Sir:

I have a copy of a letter to you from Gertrude M. McNally of March 31 relative to a copy of the constitution of the National Federation of Federal Employees.

I am a federal employee myself of the Indian Service. My reason for desiring a copy of the constitution is for its suggestive value in drafting a constitution for a national Indian organization to be composed of local Indian chapters or reservations.

I already have a borrowed copy of your constitution, but would like an extra copy which could be marked up. I don't get the reason for caution in giving out copies but assure you there is no ulterior motive in my request for a copy.
