Bureau of Refugees, Freedmen & Abandoned Lands,
Office Superintendent of Education,
Raleigh, N.C. December 19th,, 1868.
John M. Foote. Esq.
Bureau Office.
Plymouth, N.C.
Sir
Your letter of the 16th inst stating that you had been applied to for assistance for a school &c. is received. This is the first communication I have received on the subject.
If the number of scholars will warrant it, I can give you $10.00 per month rental. In order to obtain assistance from the Bureau, it is necessary to send me a petition, stating that help is needed, and giving name and P.O. address of the person who is to receive the rental, have it signed by two or more prominent Freedmen, and forwarded to me. And I will recommend it.
Yours respectfully
H.C. Vogell
Supt. of Education.
