field such substandard items as had been manufactured and issued in the early rush to provide a uniform- any kind of a uniform- for the new women soldiers; to issue to enlisted women as their summer uniform a tropical worsted uniform similar to the WAC officer's summer outfit (1); to design a garrison cap for wear with winter and summer uniforms in place of the stiff-brimmed WAC cap (known as the "Hobby hat" to most Wacs); to issue yellow scarves and gloves for dress wear summer and winter; and to design simple but feminine off-duty dresses - the summer one of an oyster white and the winter of a light gray wool - for wear, with pumps rather than the usual service shoes, whenever the women were off duty. It took several months to complete this revolution, but by the spring of 1944 Wacs were appearing in graceful summer uniforms, gay yellow scarves, and casual off-duty dresses in such numbers that fashion experts gave the Wacs top place - for the first time - in their Easter stories of fashions among service women.

Air Forces also recommended at this meeting the shortening of the intelligence test which was given to prospective recruits, and as a result this test was later shortened from 45 to 15 minutes, when testing experts had determined that the shorter form would adequately test potential enlisted women. The recommendation was also made that the age limit for the WAC be lowered to include women 18 and 19 years of
