Sir:

I am in receipt of your favor of 12th inst returning certain vouchers transmitted to you by Chaplain Buckley. 

When the funds to which you refer were applied for, I was certainly not aware that this agency was turned over to me not only organized on an expensive basis and utterly without revenue, but also largely in debt.  Hence when these claims appeared, I could not regard them as proper to be paid from funds advanced to meet expenses arising during the creation of a revenue.

I refer to these claims in this light only to show you the extent to which they lessen my ability to pay.
