Col: I have the honor to request the detail of one lieutenant with twelve enlisted men with ten days rations (Cavalry) to go into Coosa County to correct some disturbances which I am credibly informed are carried on there towards the negroes. Conway, Esq. Asst Comsr &c New Orleans, La. Sir: I am in receipt of your favor of 12th inst returning certain vouchers transmitted to you by Chaplain Buckley. When the funds to which you refer were applied for, I was certainly not aware that this agency was turned over to me not only organized on an expensive basis and utterly without revenue, but also largely in debt. Hence when these claims appeared, I could not regard them as proper to be paid from funds advanced to meet expenses arising during the creation of a revenue.
