Colonel:
I am in receipt of your letter of 9th September, reporting yourself for duty, and asking an assignment.

In reply, Col Cadle has transmitted an order placing you in charge of the District of Mobile and copies of Circulars and General Orders from these and Superior Headquarters. The

work is not yet wholly known or developed, and you will have to fall back on the instructions I received at Washington, the substance of which was "Find out what there is to be done, and do it."

There are however a few suggestions which I send you, in advance of a more complete Circular which I have in preparation.

1. I desire so to incorporate the Bureau with the civil authority that when by the Admission of the State the Bureau is substantially abolished, a radical change would not be necessary to uproot its policy & practice. This can be best done by constant intimacy an cooperation, and with this view I enclose to you a letter of introduction to the Mayor of Mobile.

2d I wish you to use every means in your power to induce the placing of a garrison in each County and to have in each County an agent of your own, who may be the same person with the commander of the troops.

3rd. Your Assistant Superintendent will occasionally complain to you of misconduct on the part of Civil Officers. Have them make such complaints through you, and do not let them write directly to the officer in fault. Such cases need not come to me except where you feel that the removal should be missed with the Governor.

An officer to take special charge of that part of our business which relates to Confiscable property is on his way from Washington. When he comes, I will give him full instructions & send him down to see you. Write to me freely about any thing that occurs to you. I have not time to write many personal letters but I can always read any thing from you.
