request that measures be taken to recover the property or a portion of it, and that if it was carried off by the troops they be assessed for the value thereof.

As soon as my Quarter Master returns an inventory will be made out of the amount lost.

Sir,
In the case where Mr Lucas is charged with assaulting a negro woman and in any other cases of that class, you cannot be permitted to act as Mediator between the parties. The offender must be brought to justice. In my conversation with you yesterday I did not understand that you referred to such cases. It was only in petty cases, such as claims for compensation &c that I meant to be understood as saying you might settle without suit.
