relative to the order of the Mayor of Selma has been received.

This order has been submitted to the Governor who cordially disapproves of the same and has directed proper steps to be taken. Only the pressure of the Convention has presented earlier actions.

Sir:
I have to acknowledge the courtesy which invited me to meet your committee, and in reply to your request that I would present such considerations as appeared to me of importance, I have the honor to state that as to so much of the ordinance as relates to the case of freedmen I have some such to present and that the same remark applies to the ordinance regulating marriage except that the latter does not remove as to future marriages of negroes those obstacles of bond and fee which are found to be a practical bar, and to lead to concubinage.
