the only means by which the necessary expenses of the Bureau can be met, except by an appropriation by Act of Congress.

There being no other "Abandoned Lands" in this State from its position in the very heart and center of the rebellion there seems justice and propriety in setting apart the property of the rebel Government for the benefit of the freedmen and refugees which it has itself reduced to a state of destitution. A moderate but not extravagant can be deceived from the source indicated; while to await the action of Congress is to condemn the freedmen and refugees in this State to a long period of deprivation and suffering and to hamper and in a great measure destroy the efficiency of the Bureau here.

A communication has today been referred to this office by the Governor from Mr Cunningham; a delegate to the Convention from Talladega, relating to certain difficulties concerning the freedmen on his plantation. The presence of Mr Cunningham is essential to the interests of his constituents and you are requested to give such assistance

to Mr Cunningham's agent as will preclude the necessity of Mr C. himself returning to his plantation.
