To report that there is a class of cases arising in this State in which Freedmen, who at the time of Gen Nilani's march and at other times rendered aid to our forces by bringing in stock, and the destruction of property such as was the object of destruction by our forces, are now being arrested and convicted of grand larceny, arson, and similar crimes. 
I beg to suggest that a General Order be issued, directing the trial by Military Commission of all participants in such convictions, and peremptorily forbidding all trials of negroes for criminal offences committed before the date of General Amnesty except by special permission from yourself or from this office.

General,
I have the honor to acknowledge receipt of a [[strikethrough]]communication[[/strikethrough]] complaint of John Lawrence & your accompanying letter of transmittal. We are precluded from Summary Measures for the collection of private contracts except for labor. in this State by an arrangement which opens all the Courts here to the freedman on the same terms as to the white man.  The papers have been referred to Col Geo D. Robinson Supt Mobile District with directions to place the same in the hands of a trustworthy and competent lawyer for collection, who will communicate with the complainant.
