Sir:
I have the honor to call your attention to the fact that there are in this State four hundred and thirty five thousand citizens of the United States of whom three fourths of those of proper age are Agricultural laborers. Nearly all of these are penniless the earnings of their previous years being in the hands of their former masters.
Very many of these are undeserving to raise garden stuff-some to start themselves in the world, others to relieve the Government

of their support. They apply to me for a little help, and I venture to forward to you their application for such quality of seed proper for this climate as it may comport with your wishes and judgement to bestow.
