This estimate is introduced to cover all indebtedness which has already accrued as well as the current expenses of the month:  and is on that account much larger than will in future be necessary, unless its operation of the Bureau here should be greatly enlarged.

Sir;
I enclose herewith a copy of Special Orders No 84 of Bureau of Refugees, Freedmen and Abandoned Lands, setting apart certain lands in your District for the use of loyal refugees and freedmen, by order of the President. You will immediately take possession of the property and the improvements thereon; and report your action and the present condition of the property fully and in detail to this office, and what disposition (whether by renting, sale of the whole or a part or otherwise) can in your opinion be made of the same for the benefit of the Bureau.
