Sir:
A colored man named Moses has complained at this office that he was assaulted on Sunday last by one Ben Hubbard. That he reported the assault to you and that you refused to hear the complaint. You have accepted jurisdiction of cases arising between Freedmen and whites and it is your duty to cause the arrest and if guilty to punish this man Hubbard. A denial of justice in this case or any other will be followed by the revocation of your jurisdiction. Please report to this officer the circumstances of this case and your action.
