I enclose you an estimate made by Dr Crigler Surg in Chief, Dog River Hospital, of repairs necessary to place the Hospital in a condition fit to receive patients. As it impossible for this Bureau to make the repairs at present and it being indisputably necessary that it should be done at once, I respectfully ask that you will confer with the County Commissioners on the subject and endeavor to get them to make the repairs. In as much as the poor are as a proper charge upon the County and as this Bureau will furnish them medicine attendance and rations it is asking every little of them to do this much.

The enclosed advertisement dated Aug 4th, Aug 5th and Sept 7th 1865 of Genl. Orders No 7. Genl Orders No 12, Circular No 1 have been sent to the 'Montgomery Mail" for publication, as in my opinion it was essential that the public should be informed of the actions taken by the Bureau in reference to the Freedmen in this State and that much action was approved by his Excellency the President of the United States.
The report to the Assistant Secretary of War was not made at  the time because it was not supposed that this class of advertisement would come under the rule adopted by the Department in reference to proposals &c but is now forwarded to supply the omission.
