at this office in reference to his place now occupied as a Colony by you. Nothing is known of the voucher referred to in your communication. Please write to Capt Crydenwise at New Orleans and ascertain from him what you can in regard to them. They cannot be paid from this office. They are properly a charge on the Asst. Comdr for Louisiana.

You will please exercise due care to save enough corn to fulfill the conditions of the lease with Mr. Alcorn on May 1st 1866, and if possible turn over all property in as good condition as when recd.

Make a full report to this office of the condition of the plantation, crop &c.

Your "monthly report is received: your action in relation to the issue of rations is approved.
The indisposition to make contracts on the part of the Freedmen exists all over the State. The only way to remedy it is by talking to them, sending good men on the plantations for the purpose. Bvt Maj Genl. G. Swayne is in Washington. Genl Howard will be in Mobile on Wednesday next. I shall go down there on Tuesday.

Your communication of the 1st inst is rec'd.
You may issue rations to destitute persons where you are satisfied that unless assisted they must actually suffer. Do not issue to any who have property on who have able-bodied relatives on whom they may properly depend. 
Transportation can only be furnished to those who are depending on the Govt for support and who by being [[strikethough]] returned [[/strikethrough]] sent to their former homes can support themselves. It cannot be furnished to able-bodied persons or to any who have property.
