Barnes Supt Freedmen Petersburg, In accordance with the recommendation expressed in your letter of Aug. 16th transportation has been furnished James Coleman (cold. boy) from this point to Atlanta, Ga. I have given him a letter to officers of this Bureau requesting them to continue the transportation to his home. His brother Samuel is still at Demopolis - when he reaches here I will forward him. City of Wetumpka Sir: It is reported at this office that by rules and regulations of your City Freedmen are not permitted to be in the streets after a certain hour in the morning. This is in direct violation of orders from the War Dept and of the regulations of this Bureau. The negroes are free and have the same rights of passing to and fro or of meeting in an orderly manner at church or at parties as white people, and no violation of these rights will be permitted. 105 You will please report to this office your action in this matter.
